About Securis

Securis is a self-insured workers’ compensation pool that serves as an alternative to commercial workers’ compensation insurance. It was founded in 2020 by Arizona fire districts, who also own and govern the pool. Securis offers exceptional service, first-class claims administration, and programs tailored to fire districts.

Board Meetings and Agendas

Unless otherwise noted on the agenda, the Securis board will hold board meetings at:

Pursuant to Arizona Revised Statutes (ARS) § 38-431.02(A)(1) through (4), the board meeting agenda will be accessible to the public as outlined below:

Physically: on the board room wall at 333 East Osborn Road, Suite 100, Phoenix, AZ 85012. This location is open to the public Monday through Friday from 8:00 a.m. to 5:00 p.m., except legal holidays.

Pursuant to ARS § 38-431.02(C) and (G), the electronic and physical agendas will be accessible 24 hours prior to the board meeting.

Board Meeting Notice

Pursuant to ARS § 38-431.02(A)(1) through (4), notice is hereby given to the members of Securis Insurance Pool, Inc. (Securis), and to the general public, that the board of directors (board) for Securis will hold a meeting of the board open to the public, pursuant to the following schedule:

The board meeting will begin at the time and location stated on the agenda.

The board of directors may wish to recess the meeting to go into executive session pursuant to ARS § 38-431.03(A)(3) and (4) to consult with and receive legal advice from its attorneys and for discussion or consultation with the attorneys for Securis in order to consider Securis’s position and to instruct Securis’s attorney and managers relative to Securis operations, any pending claims, or contemplated litigation.

BOARD OF DIRECTORS

Norman K. “Brad” Bradley: President

Fire Chief, Northwest Fire District

Brad Bradley began his service with the Northwest Fire District in 1999, and became fire chief on July 1, 2018. He holds a degree from Andrew Jackson University in emergency medical services, and has completed the Arizona State University Fire Service Institute in Management and Leadership. Chief Bradley has received numerous honors throughout his career, including a Certificate of Appreciation from the Arizona Governor’s Office, First Responder of the Year, and a Certificate of Special U.S. Congressional Recognition.

Mary M. Dalton: Vice President

Assistant Chief, Arizona Fire and Medical Authority

In June 2012, Mary Dalton joined the North County Fire and Medical District (now the Arizona Fire and Medical Authority), where she currently serves as assistant chief. Chief Dalton holds a dual bachelor’s degree in public administration and human resources and is a graduate of Arizona State University’s Fire Service Institute. She is an active advocate for fire service in Arizona, and currently serves as president of the Arizona Fire District Association.

Patrick Moore Secretary/Treasurer

Fire Chief, Bullhead City Fire District

Patrick Moore began his fire service career in 1992. He is a graduate of Grand Canyon University with a Degree in Public Safety Administration and Arizona State University as a Certified Public Manager. He is certified as a CEP, Hazardous Material Technician and Fire Service Instructor. During his fire service career, he has been the Arizona Fire District Association representative for Western Arizona, appointed as a member of the State Fire Safety Committee and the immediate past president for the Arizona Fire District Association for Board Members and Chief Officers. 

Joshua Tope

Fire Chief, Pinewood Fire District

Josh Tope is fire chief for the Pinewood Fire District, where he has worked for more than 17 years. Prior to that he served as chapter vice president of the United Pinewood Firefighters. Chief Tope holds two associate’s degrees from Coconino Community College—one in fire science, the other in paramedicine—and has been an instructor at the college for 12 years. His bachelor’s degree is in fire administration from Columbia Southern University.

Ed Mezulis

Fire Chief, Sedona Fire District

Ed Mezulis is a fire chief with the Sedona Fire District. Chief Mezulis has almost 25 years in the fire service and currently manages Sedona’s EMS, training, and fleet divisions. His education includes a bachelor’s degree in leadership and a master’s degree in public administration, with an emphasis in healthcare systems. When not at work, Chief Mezulis teaches at Yavapai College, acts as a scoutmaster, and spends time with his family.

Danny Johnson

Fire Chief, Verde Valley Fire District

Danny Johnson was named fire chief for Verde Valley Fire District in March of 2021. This was the culmination of a fire service career that began more than 20 years earlier, with stints as firefighter, engineer, captain, battalion chief, and deputy chief. Chief Johnson graduated from paramedic school in 2002 from Glendale Community College. He also holds a bachelor’s degree in fire science from Columbia Southern University. He is a member of the Arizona Fire Chiefs Association and serves as vice president on the executive board of the Arizona Fire District Association.

Lee Barnes

Assistant Chief, Central Arizona Fire and Medical Authority

Lee Barnes is an Assistant Chief serving with the Central Arizona Fire and Medical Authority. Chief Barnes’ fire service career spans over 32 years. To stay grounded, he still maintains certification as a paramedic and as a hazardous materials technician. As a former training officer, he is passionate about training and personnel development and often writes and teaches about effective leadership in the fire service. He holds a bachelor’s degree and is a Certified Public Manager. He is also a member of the Arizona Fire Chiefs Association. When not at work Chief Barnes enjoys spending time with his family and traveling. 

DEPARTMENTS

Member Services

Each Securis member is assigned a member services coordinator (MSC) who serves as a single point of contact. Securis MSCs are the “front line” in overseeing insurance and risk management programs. Their support services include:

  • consulting on risk management and insurance issues;
  • coordinating administrative documents, policy endorsements, and verifications of coverage;
  • assisting with design and implementation of new programs and services; and
  • creating educational materials and managing education/training events.

Claims

Each member is also assigned a Securis claims adjuster. Adjusters work hand in hand with the member to resolve claims in a timely and fair manner. When an injury occurs, the adjuster ensures that:

  • a proper investigation takes place,
  • all parties involved receive pertinent and timely information,
  • the immediate and long-term effects of the injury are addressed,
  • time away from work as a result of the injury is minimized, and
  • claims are processed quickly, fairly, and in accord with coverage provisions.

Safety & Loss Prevention

Securis loss control staff helps members identify and reduce risk exposures. Services include:

  • site inspections;
  • incident review and trend analysis;
  • NFPA compliance consulting;
  • development and training on safety programs and topics; and
  • assistance with member safety committees.
